Oxide.Ext.NoSteam.dll

A "Cleaned" NoSteam for Rust Oxide, removed chat messages, enabled Rust+ (USE WITH CAUTION, IDK WHY THIS WAS DISABLED!!!!), removed config and removed switch to appid 480, at this moment this .dll works for me. Have questions = contact me in discord deadfinder.
