Add MLCG (Multiplicative Linear Congruential Generators) based hasher. This hasher takes advantage of the MLCG number distribution to assign values to sequences of bytes. Compared to Adler32, the hash distribution is neither favorable nor unfavorable, but computation requirements are drastically lower, thus giving better performance.
