修复站点分布图例溢出，优化 CI 并行。

修复

  • 站点分布：站点较多时图例移出图表视口，改为卡片内可滚动的多列列表，不再被卡片裁剪（#1411）。

开发者可见

  • CI：web-dist 独立构建并与前端检查并行，SQLite/PG/a11y 不再串行等待 frontend；发布助手支持在 HEAD 等于 origin/master 的任意干净 checkout/worktree 打 tag（#1410）。
