Add support for DPy

The action identifies code smells in the newly added code and creates issues automatically describing the newly introduced smells. It supports Java and Python projects.

Public release

This version of the action supports

• identifying the code quality issues in the changed code (in the latest commit) since the last change (i.e., the commit at the time of the last push)
• creating new issues describing the newly introduced code smells (one kind of smells are kept in one issue)
