Initial Linux Release

Here's the initial release of the Linux build of FidelityFX. This should work but it might not

FrameInterpolation is explicitly not supported on Linux because I didn't want to rewrite the swpachain class. Everything else should work? Maybe

May or may not break on Windows, testing is still todo

I'll make a real release when I'm more confident that it's actually working
