Maintainer verification queue for wins

Summary

Let maintainers review submitted wins, check proof, and approve or reject.

Contexts

Needs to handle unverifiable proof (private/expired links, uncheckable certificates) as an explicit rejection reason.

Tasks

• Review queue UI showing proof link and submission details
• Approve/reject action with a required reason on rejection
• Handle "unverifiable proof" as a distinct rejection category

Acceptance Criteria

• Maintainer can approve or reject with a reason
• Rejected submitters can see the reason and resubmit if needed
• Tests added
