Fixed

• The hold log is now written to a temporary file and renamed into place, so a reader always sees a whole file. Before, a reader during an in-place rewrite could get a line cut short, which made an extension test fail now and then.

Tests

• npm test clears every PI_* variable and judge key and gives each test process its own agent directory, so a run in a shell inside Pi no longer writes trace lines or steer stats to the developer's directories; the host test builds into a temporary directory instead of dist/, and no test file shares a fixed temporary path.
