feat: add LifeTrack template fallback resolver

Summary

• add a deterministic LifeTrackTemplateFallbackResolver that detects offline and generator-failure fallback cases
• keyword-match bundled LifeTrack templates and return either a recommendation or an explicit no-match result
• add TemplateRegistry.fromTemplates(...) plus focused fallback resolver tests for offline, failure, synonym, and no-match coverage
