Adds the Devolutions.WinDbg.Tool .NET 10 launcher and RID-specific NuGet packages; signs project-owned Windows payloads with psign portable mode and Azure Artifact Signing via OIDC; publishes signed ZIPs, NuGet packages, and SHA-256 checksums with protected environment and dry-run gates; includes local packaging smoke tests and documentation. Validation: cargo fmt --check, cargo build -p windbg-tool, actionlint, local dotnet pack/install/discover smoke test. cargo test --workspace passes except the existing TTD replay integration test when the native bridge runtime is not staged.
