This version adds:

A start/help command
Sound command to make your shocker beep
Specifying strength and durations when sending commands
Messages can be sent to owner with info on who did what
Toggles for each shocker function
More error checking
Warning if shocker is detected as offline on bot startup
Much needed code refactor
A Windows executable for those not familiar with Python
