Data-quality fix on the public 19-column tier. No rows added or removed (514,696). Schema unchanged.

Fixes

• #1 — 150 US territory athletes (AS/GU/VI/MP + residual PR) were origin=international with empty hometown_state. Now domestic with the matching USPS territory code. British Virgin Islands remain international.
• #3 — CODEBOOK no longer claims conference is ~68% sparse; public tier is fully populated.
