Completes the AICSDP Phase 3 dogfood; adds remaining Step 03 briefs plus Steps 04-06: - step-03-mc-07: three-layer docs IA (per-doc-cut safe); 6 PASS - step-03-observability: structured-logging touchpoints; Operations baseline 1.0x; 6 PASS - step-03-verification: four verification instruments; 6 PASS - step-04: Coordination Register (no conflicts; cohort reconciled) - step-05: Verification Strategy (instruments now Phase-6-executable) - step-06: Design Spec Bundle; PHASE GATE PASS (6 PASS/0 COND/0 FAIL) Resolves the Phase-2 Operations and Correctness-Verification CONDITIONALs.
