Patch release on the v0.4.3 public compatibility floor.

Highlights:

  • Additive RuntimeHandle request-context and embedder-owned blocking-pool APIs.
  • Owned, bounded OTLP metrics, traces, and logs mapping/export surfaces.
  • SQLite cancellation ownership, checked-SQL admission, rollback completion, and duplicate-preserving row metadata fixes.
  • ATP SSH bootstrap-secret hardening, bounded actor/GenServer mailbox yielding, and saturating restart backoff.
  • Permanent downstream compatibility coverage; no v0.4.3 public item was removed, renamed, narrowed, or signature-changed.
