Patch release on top of 0.12.1, picking up the static-frontend
fixes that landed since:

  * Nuxt's payload extraction is disabled when building the static
    SPA (`NUXT_STATIC_BUILD=true`). Sub-route hard-reloads no
    longer stall waiting for a `_payload.json` that never gets
    pre-rendered.
  * The static nginx config now returns a clean 404 for missing
    payload / json / map files instead of falling through to the
    `index.html` SPA shell — which previously fed the client HTML
    where it expected JSON and silently hung the boot.
  * docker-compose.static.yml mounts the nginx scratch directories
    as tmpfs so the read-only distroless container can write its
    pid, logs and cache without surfacing a permission error at
    start.

No data-format changes; safe to drop on top of 0.12.1.
