Add Windows update script with comprehensive logging and error handling

- Add scripts/update_q.bat for automatic CLI updates
- Include comprehensive logging and debug information
- Add error handling to abort on failures
- Update GitHub Actions to include update script in release zip
- Update README with download and update instructions
- Show version after successful update
