v0.6.1: revert the heartbeat idle backoff

Removes the heartbeat interval doubling added in v0.6.0. The heartbeat is back to a
fixed configured interval. Everything else from v0.6.0 (event egress rework, security
and robustness fixes, okmon instance UI, CI jsdom fix) is unchanged.
