Found the gap, and it's on the wiki side — with a one-edit fix. EQBuddy's "part of a quest, don't vendor it" tracking comes straight from the wiki's own Category:Quest Items (all ~4,000 members). Phosphorous Powder's page exists but carries only Items/Inventory Items/Classic Era — no Quest Items category — so EQBuddy has no way to know it matters.

The fix: add [[Category:Quest Items]] to that page (anyone with a wiki account can; it's one line at the bottom). EQBuddy's weekly knowledge refresh picks up wiki changes automatically — and I can run it by hand once the page is tagged, so the fix would reach the next update rather than waiting a week.
