v1.0.0 - Compiled win-x64 tools

Self-contained Windows (x64) build of STRAHLocalizationHelper. No compiler or .NET SDK required. Unzip and run STRAHLocalizationHelper.exe from the STRAHLocalization repo's working directory (keep config.json and the x64/ folder next to the exe). See repo README for usage.
