docs: add English README, MIT license; drop loader LGPL and unused jar

- README_EN.md mirrors README.md section-by-section.
- Add MIT LICENSE (mod_license was already MIT; the repo root only
  carried the Minecraft Forge / FML LGPL template which made GitHub
  mislabel the project).
- Remove LICENSE.txt (loader LGPL, no e33chat content) and the unused
  vendored junit-platform-launcher jar (never referenced by
  build.gradle).
