Feature Request - Make settings portable

I saw cases (e.g. the Deluge Game) where the dev wanted to have their own default settings for a game.
Would be cool to have the settings on the same folder of the game, maybe through a .ini flag or by an "import settings" button on the settings menu 🤔

Update: Local Settings is now possible through #3248

We don't have yet an interface to delete / apply local settings from the menus as described above.
