Fixed minor memory leak that would cause capes from other server to render in other world the player didn't have an

equipped due to not sending a new cape texture!

Reduced the minimum permission level for /unlockedcape and /getcapes

Added a /unequipcape command to remove your cape and use the vanilla one you have equipped.
