修复统一发布工作流在全新 checkout 中先执行类型检查、但 workspace dist 尚未生成的问题。新增工作流顺序合同，要求 build 先于 check、check 先于 release bundle。首次发布运行在任何上传前失败，下游 npm、PyPI、attest 与 Release 均未执行；v0.2.0-rc.1 Tag 保持原候选 SHA 不变。验证：隔离 Tag 副本红灯 2/2；先构建后 typecheck 2/2 与完整 check 通过；工作流合同 5/5、全仓 check、安全审计和版本预检通过。
