fix(usePolling): bootstrap-tick on mount runs pollFn even when hidden - #925

PR #902 kept the timer alive while the tab was hidden but still skipped pollFn entirely. Tabs hidden continuously since mount (e.g. claude-in-chrome sessions where document.hidden never flips, or any flow where the user never surfaces the tab) accumulated ticks that never picked up a completed job. Add a per-effect-run didBootstrap flag: the first tick after a key change always runs pollFn regardless of visibility, so a job that completed before the tab is surfaced is captured and a {stop:true} poller halts cleanly while hidden. Subsequent hidden ticks continue to skip pollFn (PR #902 perf benefit preserved). Repro fixed: hidden-tab Smart Folder scan now renders the result without bringing the tab to foreground.
