Inline INI, YAML, and TOML parsers

Summary

• add focused Ini, Yaml, and Toml parsers under effect/unstable/encoding
• update the CLI configuration-file primitive to use the in-tree parsers
• remove the ini, yaml, toml, and @types/ini dependencies
• add parser coverage and preserve upstream license attribution
