• 500 Ballots, No Threshold needed, 5 guardians present

• 500 Ballots, Threshold amount, 3 of 5 guardians present

• 50 Ballots, No Threshold needed, private information published

• Add generation to CI for Pull Request and Release while reducing default to 5 ballots and 50% spoiled
