Fixed the Makefile so header files are copied into the proper location

  • Option::SetValue and Option::EraseValue no longer set the _active boolean. This is now done manually via Option::Activate and Option::Deactivate
  • All the code for _Arg, Flag, and Option are now split up into a header file and a source file
  • CompareStrings is now in its own header file
