V12, V13 & 14 support with Overhaul Logic

Pretty hefty rework of logic components. I found a bunch of issues with duplication and generation defaulting to the same handful of items and also added levels 16-30. I had them initially but I removed it to manage some of the workflow and validate first. The module now also has a second "toggle" for playtesting and verification. A DPR approach first rather than tiers then DPR alignment. I think it'll create weirder dice rolls but better overall outcome, and easier to manage long-term.

This also supports V12, V13, and V14. I did some base testing but obviously some playtesting is best and collecting feedback.
