Synthesis
This is not a new framework assembled from reading. Every operation here is an organ transplanted from a system that already ran, and each earned its place by catching a real defect in production.
The map is also the attribution.

Each ancestor solved one problem well and left the others open. Assembled naively they contradict each other:
- the Consciousness OS says affect changes routing
- the Governance OS says routing must be deny-by-default
- Reality Grading says no routing decision counts until it has been checked against an outcome
The resolution is the ordering, and the ordering is the design:

- STATE runs first because a distorted reader mis-sorts the evidence. Sorting before reading your own condition sorts through the distortion.
- CALIBRATION runs last because confidence is a property of the whole pass, not of any one step.
- The GATE is terminal and can refuse — every prior step may be perfect and the output still not worth giving.
- SELF-DEVELOPMENT closes the loop, which is the only part that makes this an OS rather than a procedure.
The ancestors each assumed their discipline would be followed. None of them could tell whether it had been.
That gap is the whole contribution:
The Delta Rule (
MC-0) — a meta-cognitive step that changed nothing did not happen.
An agent can produce Known/Inferred/Unknown headings with nothing sorted under them, or announce that it considered other perspectives without holding one. The output is indistinguishable from the real thing — which means the framework was never actually enforcing anything.
MC-0 makes the check mechanical: name what changed, or report the step skipped. It is the
only requirement here that cannot be satisfied by fluency, and every other requirement is written
to be observable for the same reason. → The Delta Rule
SkynetClaw implements this mechanically rather than as prose: the journal is a table,
promotion is a query, and trust_basis is a column.
Two findings from it shaped requirements here:
Dormancy became first-class. Its self-audit reported, against itself, that 9 recorded
dissents had never once been resolved — machinery that existed and had never run. A capability
nobody exercises looks identical to one that works, until something measures it. Hence MC-8.4.
EARNED was shown to be reachable, and expensive. A council forecast graded against 16 days
of git history moved one member's belief from 1.0 to 0.4 by Reality (outcome). That is what a
track record costs, and it is why MC-5.3 expects almost everything to be UNEARNED.
The five-level ladder synthesises a framing widely used in learning research; in this particular articulation it is the author's own. The named influences are acknowledged rather than claimed:

None of these authors proposed this OS, and no endorsement is implied. The synthesis, the Delta Rule, the level tells, and the promotion mechanism are the contribution of this project, built on top of their work and the seven systems above.
Apache-2.0. §4 asks that attribution and the NOTICE travel with it. §6 grants no trademark
rights, so "Meta-Cognition Agent OS", "Genesis", "SkynetClaw", and "ElmatadorZ" remain
with the author, and no adopter may imply endorsement or affiliation.
