New: Vivaigo provider

The third water utility of the Marseille area is now supported:

• Vivaigo — Salon-de-Provence, Berre-l'Étang, Lambesc, Eyguières, Pélissanne, Velaux, Rognac, Sénas, Lançon-de-Provence and the wider Salon/Berre area.
• Portal: espaceclients.vivaigo.fr
• Application credentials: SOMEI-VIE-PRD / QT_gha8D-2024-VIE-PRD! (extracted from the public JS bundle).

Fixed: territory descriptions for SEM and SEMM

The previous release described SEM as 'Marseille intra-muros' and SEMM as 'the rest of the Métropole'. That was inverted. The correct breakdown is:

• SEM serves a ring of peripheral communes: Ventabren, Bandol, Vitrolles, Trets, Fuveau, Cabriès, Bouc-Bel-Air, Le Puy-Sainte-Réparade, Forcalquier and others.
• SEMM serves Marseille proper plus La Ciotat, Cassis, Carnoux, Carry-le-Rouet, Allauch, Marignane, Septèmes-les-Vallons, Gémenos and the metropolitan core.

Form labels, the configuration form description, the README (English + French) and the translations are all updated.

No code change for existing users

Behavior is identical for SEM and SEMM entries already configured.
