[BREAKING] 1.1.0 - Sync members, Test people, more checks

This update breaks the hash calculation and would look odd and misbehave with older versions anyway.

This adds:

• The Command $rmsg members setForAll: Not perfect but should enable anyone to update other peoples member lists
• The Command $rmsg test <Member> a simple check against a single person to see if they have a working mod (or it at all)
• Automatic detection if a message could not be delivered: Will notify you if your message likely didn't reach everyone.

The code got overhauled and should be somewhat simple to read and manage now as well (still horrible).
