Bug Description

Creating a Clock Divider (MC1420) IC does not appear to do anything. The IC is instantiated properly, the sign updates, but it doesn't generate any output when given the correct number of input pulses

Expected Behavior

After the clock divider receives $$n$$ input pulses, it should emit a single output pulse

Reproduction Steps

  1. Build an IC, with the following on the sign

  1. Give it an input, either from another IC, such as 1421 (clock), or a manual redstone pulse
