EnvKit v0.32.0-beta.29

Fixes from the issue tracker and the error reports.

• Cmder's projects alias now follows the projects directory when you change it, instead of only when you rename the alias (#88).
• "Open" next to the projects path works when your projects folder lives outside the EnvKit data directory (#88).
• Meilisearch and MinIO can be toggled onto PATH in Tools > Environment Path (#86). It's opt-in, so tick it once after updating.
• phpMyAdmin has an Open button on its service card (#89).
• Uninstalling a service now stops anything still running from inside its folder first, so the files are actually removed and the version stops showing as installed (#87).
• PostgreSQL failing to start with "could not open shared memory segment" now explains what to do (#87).
• A service that can't bind its port explains the reserved-port fix on non-English Windows too, instead of showing the raw OS error.
• Meilisearch refusing a database written by an older version now tells you how to migrate or reset it.
• Installing a service no longer fails when your data directory sits at the root of a drive.

Windows only. Mac users stay on the previous build with a mac package.
