Add privacy-safe App Review details synchronization

What changed

• adds powerforge apple-review-details validate|plan|apply for exact version-to-version App Review contact synchronization
• keeps names, phone, email, and any demo credentials out of tracked config, command output, and receipts
• binds apply to a reviewed privacy-safe plan and replans immediately before mutation
• can create the exact declared draft App Store version when it is still absent
• preserves product-specific review notes and never submits Beta App Review, App Review, or a public release
• makes partial and ambiguous Apple responses recoverable through compact non-sensitive receipts
• permits the command only through the pinned private-Mac operator with a tracked config and fixed local credential profile

Why

EmailIMO needs App Review contact details equivalent to the approved CasaRay/Tactra setup, but personal contact data and App Store Connect credentials must remain off GitHub. The reusable owner now performs an API-to-API copy without serializing those values.
