What is the root cause of that problem?

PR #90029 replaced the old RHP navigation flow for advanced filters with a new inline popover/fullscreen modal system. The HAS_FILTER_NEGATION product training tooltip (which shows "Search for expenses without receipts using -has:receipt") was only rendered in the old SearchFiltersHasPage.tsx:89-109. The new rendering path (AdvancedFiltersPopup / AdvancedFiltersFullscreen → SelectedFilterContent → MultiSelect) never calls useProductTrainingContext or renders EducationalTooltip, so the tooltip is absent.

What changes do you think we should make in order to solve the problem?

Add the HAS_FILTER_NEGATION EducationalTooltip to SelectedFilterContent.tsx (or the parent rendering site in both AdvancedFiltersPopup and AdvancedFiltersFullscreen) so that when filterKey is has and the data type is expense, the tooltip renders — mirroring the logic from the old SearchFiltersHasPage.tsx at line 31 and lines 89-109.

Investigation details

Old flow: User clicks Filters → navigates to SearchAdvancedFiltersPage (RHP) → clicks "Has" → navigates to SearchFiltersHasPage (RHP) which wraps the header with EducationalTooltip using useProductTrainingContext(CONST.PRODUCT_TRAINING_TOOLTIP_NAMES.HAS_FILTER_NEGATION).

New flow (PR #90029): User clicks Filters → opens AdvancedFilters popover/fullscreen modal → FilterList shows filter items → selecting "Has" renders SelectedFilterContent → CommonContent → FilterComponents → MultiSelectFilterComponents → MultiSelect. No EducationalTooltip or useProductTrainingContext call exists anywhere in this chain.

The tooltip text is defined in en.ts:9243: 'Search for expenses without receipts using -has:receipt.'
