Device used: Motorola MotoG60 / Android 12 (Hybrid app) - Windows 11 / Chrome
App Component: Workspace Settings

Action Performed:

Prerequisite: Account has at least one workspace with "Distance Rates" enabled.

1. Open the Expensify app.
2. Navigate to "Workspaces" > Workspace > "Distance Rates"
3. Turn off internet connection.
4. Tap on "Add Rate" > Enter amount > "Save"
5. On rates table, disable the just created rate.
6. Turn on internet connection.
7. Note that the just created rate loads correctly.
8. Turn off internet connection again.
9. Note that the just created rate is displayed grayed out again, despite not being edited.

Expected Result:

Distance rate shouldn´t be displayed grayed out while offline, if no edition was made to it.

Actual Result:

Distance rate that was created and disabled while offline, gets grayed out on table everytime the user goes back offline.
