App Component: Workspace Settings

Action Performed:

1. Sign in to ND with a new account, verify the account
2. Create a workspace
3. Go to Workspace settings - Workflows - Add bank account
4. Start adding a bank account via "Log into your bank" option
5. Exit the flow on the "What is your legal name" screen
6. Click the pending bank account in the Workflows
7. Go offline
8. Click "Start over", then "Yes, start over"

Expected Result:

Full blocking "You appear to be offline" view is not displayed

Actual Result:

Full blocking "You appear to be offline" view is shown briefly after starting over "Add BA" flow offline
