Action Performed:

Preconditions:
User A is a workspace Admin
Workflows are enabled in the workspace
Invited User B as a member

1. As User B, create a manual expense in the workspace chat and submit it
2. As User A, approve the expense and sign out
3. As User B, create another manual expense in the workspace chat
4. Sign in as User A and navigate to the User B's workspace chat
5. Look for the second draft expense

Expected Result:

The draft expense from a member is shown in the workspace chat for an Admin after logging in

Actual Result:

The draft expense from a member is not shown in the workspace chat for an Admin after logging in. It appears in the chat after opening it in Spend tab
