Action Performed:

1. Navigate to Spend > Reports.
2. Apply filters to display only Draft reports belonging to the same workspace and the same report owner.
3. Select multiple reports.
4. Click the green Selected button.
5. Choose a new Move to Workspace option.
6. Display a confirmation dialog such as:
   "You are about to move X reports to the X workspace. These reports will become subject to the new workspace's policies, including categories, tags, approval workflows, and other workspace rules. Do you want to continue?"
7. Confirm the action.

Expected Result:

Users should be able to move multiple draft reports to another workspace in a single action. The reports should inherit the destination workspace's rules, such as categories, tags, approval workflows, and other applicable policy settings.

Actual Result:

There is currently no option to move reports in bulk. The only available bulk action is Export.

Workaround:

Open each report individually, click More, and select Change workspace.

Notes:

 As new functionality is primarily being added to New Expensify, it would be valuable to support bulk workspace transfers for reports. This action should be available to users with sufficient permissions, including:
Report Owner
Copilot
Workspace Admin
This enhancement would significantly reduce manual effort for customers who need to reassign large numbers of draft reports to a different workspace while preserving a clear confirmation step that informs users the reports will adopt the destination workspace's rules.

What is the root cause of that problem?

This is a feature request, so there's no bug — the capability simply doesn't exist yet. In the Spend > Reports view, when you select multiple reports the bulk-action menu is built in one place: the headerButtonsOptions useMemo inside useSearchBulkActions.ts. Every report-level action (Approve, Pay, Submit, Export…) is a conditional options.push({...}) there, gated by per-report capability flags on selectedReports.

The existing CHANGE_REPORT ("Move expenses") action is explicitly excluded on the Reports tab (!isExpenseReportType) and operates on transactions, not reports — so on the Reports tab only Export is offered. There is no report-level "Change workspace" bulk action, and no canChangeWorkspace capability flag on the SelectedReports type.

The single-report equivalent already exists via More > Change workspace (useExpenseActions.ts:447-459 → DynamicReportChangeWorkspacePage → changeReportPolicy), which sends the ChangeReportPolicy API command one report at a time.

What changes do you think we should make in order to solve the problem?

Add a report-level "Move to workspace" bulk action that reuses the existing single-report move flow:

1. Add a new value (e.g. CHANGE_WORKSPACE) to SEARCH.BULK_ACTION_TYPES.
2. Add a canChangeWorkspace flag to the SelectedReports type, populate it in selectionBuilders.ts, and derive it in getRowCapabilities (eligible only for Draft reports the user owns/admins, matching the single-report eligibility check).
3. Push a new option in headerButtonsOptions, gated by isExpenseReportType && selectedReports.length > 0 && selectedReports.every(r => r.canChangeWorkspace), whose onSelected opens a workspace-picker RHP and shows the confirmation dialog described in the issue.
4. On confirm, call changeReportPolicy per selected report (or its IOU-report variants where applicable), reusing the existing optimistic-data builders.

Note on backend: the current API command moves one report per call, so step 4 loops on the client. Whether the backend should expose a single bulk ChangeReportPolicy-style command for N reports is an internal/backend decision — that part would need a separate internal investigation and is out of scope for the App repo.

What alternative solutions did you explore? (Optional)

Extending the existing CHANGE_REPORT push to also handle isExpenseReportType — rejected as messier than a dedicated report-level action, since that path is transaction-scoped and uses a different capability model.

Investigation details

• Bulk menu assembly: useSearchBulkActions.ts:1578-2325. Reports tab is detected via isExpenseReportType = queryJSON?.type === CONST.SEARCH.DATA_TYPES.EXPENSE_REPORT.
• Single-report move actions (all in Report/index.ts): changeReportPolicy → ChangeReportPolicy; changeReportPolicyAndInviteSubmitter; moveIOUReportToPolicy → MoveIOUReportToExistingPolicy; moveIOUReportToPolicyAndInviteSubmitter. useSearchBulkActions already imports moveIOUReportToPolicy.
• Eligibility: isWorkspaceEligibleForReportChange in DynamicReportChangeWorkspacePage.tsx is the reference for which workspaces are valid targets and should inform the new canChangeWorkspace flag.
• Permissions: the issue asks that Report Owner, Copilot, and Workspace Admin be allowed — this maps naturally to the per-report canChangeWorkspace derivation.
