Bump Onyx version to 3.0.48, remove allowDynamicKey from useOnyx wrapper

Explanation of Change

The PR that removed allowDynamicKey along with all related logic was merged and released in v3.0.48.

This PR is the next step in the process - it updates Onyx to the version mentioned above and removes allowDynamicKey from E/App's useOnyx wrapper that applied that property to all useOnyx calls in the app.

• If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers
