Use dekstop layout for header buttons in landscape mode

Explanation of Change

Landscape uses the wide header buttons (as on desktop web) pattern via shouldDisplayNarrowHeaderButton = isInLandscapeMode || !shouldUseNarrowLayout on mobile

Also making sure that EarlyDiscountBanner button is displayed on the right in landscape mode

4. Add a simple tag

6. Long tap the tag and tap Select to go into selection mode

7. Verify that the selection button is displayed in the top-right corner as on desktop, not below the header

8. Open Workspaces in landscape mode

9. Verify that the "New" header button is displayed in the top-right corner as on desktop, not below the header

11. Tap Add field

12. Add a field with "List" type, add List values and pick Initial value

  • I verified proper file naming conventions were followed for any new files or renamed files. All non-platform specific files are named after what they export and are not named "index.js". All platform-specific files are named for the platform the code supports as outlined in the README.
  • I verified the JSDocs style guidelines (in STYLE.md) were followed
• If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers
• I followed the guidelines as stated in the Review Guidelines
• I tested other components that can be impacted by my changes (i.e. if the PR modifies a shared library or component like Avatar, I verified the components using Avatar are working as expected)
