Explanation of Change

When an expense is put on hold, the primary action changes from SUBMIT to REMOVE_HOLD, which moves the submit action into the More (secondary) menu. The primary button correctly uses shouldShowMarkAsDone() to show "Mark as done" for track-intent users, but the secondary menu entry in useLifecycleActions.tsx hardcoded the text as "Submit" and never checked shouldShowMarkAsDone. This adds the same conditional check already used by SubmitPrimaryAction and MoneyReportHeaderSelectionDropdown.

The SUBMIT secondary action in useLifecycleActions hardcodes the text
as "Submit". When an expense is put on hold, the primary action changes
to REMOVE_HOLD and the submit action moves to the More menu, where it
incorrectly shows "Submit" instead of "Mark as done".

Add the same shouldShowMarkAsDone check already used by
SubmitPrimaryAction and MoneyReportHeaderSelectionDropdown.
