    • I verified proper file naming conventions were followed for any new files or renamed files. All non-platform specific files are named after what they export and are not named "index.js". All platform-specific files are named for the platform the code supports as outlined in the README.
    • I verified the JSDocs style guidelines (in STYLE.md) were followed
  • If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers
  • I followed the guidelines as stated in the Review Guidelines
  • I tested other components that can be impacted by my changes (i.e. if the PR modifies a shared library or component like Avatar, I verified the components using Avatar are working as expected)

Closes the audit started in Expensify#66578 for the trackExpense entry point. All callers
now explicitly express whether they need the reportActionsList value, and the
hook that produces it is gated so non-share submissions stop paying the per-render
filter cost.

Audit of trackExpense callers (only SHARE consumes reportActionsList):

Changes:
- CreateTrackExpenseParams.reportActionsList is now required (T | undefined) with
  a JSDoc explaining when to pass a real value vs undefined.
- Documented the same rule on trackExpense() itself.
- 5 non-SHARE callers now pass `reportActionsList: undefined` explicitly.
- useAllPolicyExpenseChatReportActions accepts an `enabled` flag (defaults to true);
  useExpenseSubmission passes `isSharingTrackExpense` so the filter loop is
  skipped on every non-share submission flow.
- Updated test call sites in TrackExpenseTest, RequestMoneyTest, TransactionTest,
  UnreadIndicatorsTest, GoogleTagManagerTest to satisfy the tightened type.

This is a purely internal, performance-only refactor with no user-facing impact:

  • Tightens the reportActionsList typing on trackExpense (makes the param explicit/required instead of optional) and updates callers to pass it explicitly.
  • Gates the useAllPolicyExpenseChatReportActions hook in useExpenseSubmission.
  • Removes the deprecated deprecatedAllReportActions Onyx.connect in Policy.ts.
  • Reorders buildAddMembersToWorkspaceOnyxData parameters and updates callers.
  • Updates unit tests to pass reportActionsList.

There are no changes to UI, copy, feature names, tabs, settings labels, buttons, pricing, workspace behavior, or any documented user flow. The PR itself notes "perf-only refactor, no UI changes." Because nothing customer-facing changed, no draft help site PR was created.

Help site review — no changes required

I reviewed the changes in this PR against Expensify's help site content under docs/articles. No documentation updates are required.

Why: This is a pure internal performance/refactor change. It threads reportActionsList through the trackExpense and workspace-member helper function signatures explicitly (replacing a deprecated global Onyx connection in Policy.ts) and makes the parameter required. All changes are confined to internal TypeScript logic, type definitions, and tests:

  • src/libs/** and src/pages/** — function-signature/plumbing changes only
  • tests/** — updated to pass the new argument

There are no changes to user-facing features, copy, tabs, settings labels, buttons, or product flows (the PR description confirms: "perf-only refactor, no UI changes"). The end-user behavior of tracking/creating an expense is unchanged, so no existing help article becomes inaccurate.

Since no changes are required, I did not create a draft docs PR.
