[No QA] Rename BugZero Checklist to Contributor+ Checklist

Important

Companion PR https://github.com/Expensify/Web-Expensify/pull/53841 will update the URL ref + add the moved line to the BZ Payment Summary. Hold for merge until this rename is in so the URL on the Web-Expensify side resolves cleanly.

Explanation of Change

Renames contributingGuides/BUGZERO_CHECKLIST.md to contributingGuides/CONTRIBUTOR_PLUS_CHECKLIST.md, updates the file header to match, and removes the [BugZero Assignee] Create a GH issue for creating/updating the regression test once above steps have been agreed upon. line. That line is moving over to the BZ-side Payment Summary checklist on the Web-Expensify side (companion PR linked above), so the C+ checklist stays C+-only and the BZ checklist stays BZ-only, per https://github.com/Expensify/Expensify/issues/560249.
