I reviewed the changes in this PR against Expensify's help site files under App/docs/articles and did not find any documentation updates needed.

Why: This is a pure internal refactor with no user-facing behavior change. It migrates DistanceRequestUtils.getRate to receive the personal policy's outputCurrency via the usePersonalPolicy hook (threaded through changeTransactionsReport) instead of reading it through the deprecated Onyx.connect() path — see the linked issue ("Remove Onyx.connect() for the key ONYXKEYS.COLLECTION.POLICY"). The observable behavior (a distance expense's amount, merchant, and currency being recomputed from the destination workspace's rate when the expense is moved between reports/workspaces) is unchanged — only the internal data source for the currency changes.

No new features, UI elements, settings, tab names, or button labels are introduced or renamed, so the existing distance-expense articles (e.g. new-expensify/reports-and-expenses/Distance-Expenses.md) remain accurate. Since no documentation update is needed, no draft help site PR was created.
