The revert of PR #93436 reintroduced a namespace import in src/libs/actions/Report/index.ts and a redundant type assertion in tests/actions/IOUTest/SplitTest.ts, pushing both files over their eslint-seatbelt error budgets and breaking lint on main. Co-authored-by: Cursor <cursoragent@cursor.com>

Explanation of Change
Lint is failing on
main(https://github.com/Expensify/App/actions/runs/29006290420/job/86078544821). A direct revert of PR #93436 reintroduced two grandfathered lint violations that pushed two files over theireslint-seatbelterror budgets:src/libs/actions/Report/index.tsre-addedimport * as CollectionUtils from '@libs/CollectionUtils';, a namespace import from@libs, which is banned byno-restricted-syntaxfor new occurrences. Converted it to a named import (import {extractCollectionItemID} from '@libs/CollectionUtils';) and updated the single call site.tests/actions/IOUTest/SplitTest.tsre-added a redundantas Transaction | undefinedtype assertion that trips@typescript-eslint/no-unsafe-type-assertion. The identical pattern a few lines above in the same file (Object.values(allTransactions ?? {}).at(0)) has no cast and type-checks fine, so the cast was simply unnecessary — removed it.Both files are now back within their existing
eslint-seatbeltbudgets (verified via./scripts/lint.shandtsgo --noEmit), so noeslint.seatbelt.tsvchanges are needed.Fixed Issues
