Explanation of Change

Yesterday I noticed deploy comments taking ~5 minutes. If there are N pull requests in a deploy, we currently do at least 2N API requests in serial. Long ago we made them run in serial to avoid rate-limiting, but since then we:

  1. Added a throttling plugin for octokit which will automatically handle retries from rate-limiting w/ exponential backoff.
  2. Added a useful PromisePool util to do a set of async tasks, with a maximum of X running in parallel at once. That way it's not like we send 2N API requests all at once. Instead, we send up to 8 at a time, and as soon as one finishes, we start the next.

It adheres to proper capitalization guidelines (note: only the first word of header/labels should be capitalized), and is either coming verbatim from figma or has been approved by marketing (in order to get marketing approval, ask the Bug Zero team member to add the Waiting for copy label to the issue)
    • I verified proper file naming conventions were followed for any new files or renamed files. All non-platform specific files are named after what they export and are not named "index.js". All platform-specific files are named for the platform the code supports as outlined in the README.
    • I verified the JSDocs style guidelines (in STYLE.md) were followed
  • If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers
  • I followed the guidelines as stated in the Review Guidelines

Use PromisePool(8) in markPullRequestsAsDeployed so post-deploy
comments run up to 8 at a time instead of sequentially.
