Explanation of Change

This PR threads currentUserAccountID through the following call chains as part of removing Onyx.connect(ONYXKEYS.SESSION) from ReportActionsUtils.ts:

- isWhisperActionTargetedToOthers -> shouldReportActionBeVisible -> isReportActionVisible -> isReportActionVisibleAsLastAction -> getLastVisibleAction -> prepareOnboardingOnyxData -> getGuidedSetupDataForOpenReport -> openReport (10 component/hook - the rest will be done in next PRs)
- ... -> openReport -> navigateToAndOpenReport
- ... -> openReport -> navigateToAndOpenReportWithAccountIDs
- ... -> openReport -> createChildReport -> navigateToAndOpenChildReport
- ... -> openReport -> createTransactionThreadReport
- ... -> openReport -> toggleSubscribeToChildReport

• If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers
• I followed the guidelines as stated in the Review Guidelines
