This PR is an internal display fix: it makes the workspace system message for the auto-harvesting (submissions) toggle render the localized string — enabled submissions / disabled submissions — in the thread header and last-message text, instead of a stale label like "turned Scheduled Submit off". The changes are limited to OptionsListUtils, ReportNameUtils, and their unit tests.

It does not add, rename, or change the behavior of any feature, workflow, setting, or button that users interact with — only the text of an automatically-generated system message. Help site articles (e.g. How to Set Up Automatic Report Submissions and Workspace Workflows) document how the submissions feature works, which is unchanged here, so no draft PR was created.
