Explanation of Change

Onyx's Redux DevTools integration was enabled by default: enableDevTools fell back to true whenever USE_REDUX_DEVTOOLS was not set in the environment. With the Redux DevTools browser extension installed, this integration keeps state snapshots alive and can cause significant memory spikes, and it sometimes confuses users/devs.

This PR flips the default: DevTools are now off unless explicitly enabled with USE_REDUX_DEVTOOLS=true in .env. The fallback ternary also collapses to a single comparison (Config?.USE_REDUX_DEVTOOLS === 'true'), which behaves identically for unset, empty, 'true', and 'false' values.

    • I verified proper file naming conventions were followed for any new files or renamed files. All non-platform specific files are named after what they export and are not named "index.js". All platform-specific files are named for the platform the code supports as outlined in the README.
    • I verified the JSDocs style guidelines (in STYLE.md) were followed
  • If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers

This PR changes an internal developer-tooling default: Redux DevTools integration is now off unless USE_REDUX_DEVTOOLS=true is set in .env. The change is a single line in src/setup/index.ts and affects only the local development/debugging experience.

There is no user-facing product, billing, workspace, or integration behavior change here, and nothing in App/docs/articles references Redux DevTools or this environment variable. So no draft PR was created.
