This PR is internal plumbing with no user-facing behavior change. It replaces a deprecated Onyx.connect() read of ONYXKEYS.NVP_ONBOARDING inside ReportUtils by threading the two onboarding flags (isSelfTourViewed, hasCompletedGuidedSetupFlow) into openReport from the calling components via a new guidedSetupAndTourStatusSelector.

Why no docs update

• Scope is the refactor tracked in [Partial payment $3625] Remove Onyx.connect() for the key: ONYXKEYS.NVP_ONBOARDING in src/libs/ReportUtils.ts #66424 — part of deprecating Onyx.connect(). The linked issue is explicitly a code-health task, not a feature change.
• No new or changed feature, setting, tab, button, or label. All six changed source files add the same two arguments to existing openReport calls. The seventh file adds unit tests for the new selector.
• Nothing user-visible changed. The PR's own test steps only assert that a report still opens and loads correctly — a no-regression check, not new behavior.
• The help site does not document any of this. A search across all 941 articles in docs/articles returns zero matches for Onyx, openReport, or guided setup. These are implementation details the help site has never described.

Since no article documents the behavior being refactored, and the behavior itself is unchanged, there is nothing to add, correct, or remove under docs/articles.

If a future PR in this series changes what a user actually sees during onboarding or the self-guided tour, that would be worth a docs pass — this one is not.
